How Petra Calculates Billable Licenses

Petra calculates billable identities as the identities which have at least one Microsoft license assigned to them. We only count actual users who are assigned licenses, excluding certain special case non-human licenses and free/trial licenses.

Excluded Licenses

The following Microsoft licenses are excluded from billing calculations:
  • Microsoft 365 Audio Conferencing
  • Teams Exploratory
  • Microsoft Fabric (Free)
  • Business Apps (Free)
  • Microsoft Teams (Free)
  • Microsoft Power Automate Free
  • Microsoft Teams Phone Resource Account
  • Microsoft Teams Shared Devices
  • Microsoft Teams Phone Standard
  • Microsoft Teams Audio Conferencing with dial-out to USA/CAN
  • Microsoft Teams Domestic Calling Plan Zone 1
  • Microsoft Power Apps Plan 2 Trial
  • Power Automate Premium
  • Skype for Business PSTN Domestic Calling

Viewing Billable Users for a Tenant

You can see exactly which users are billable for any tenant directly in the Petra dashboard.
  1. From the Homepage, click on a tenant to open the tenant page.
  2. Scroll down to the Admin panel.
  3. Select the Users tab.
  4. Toggle Billable Only on to filter the table to only billable users.
The table will now show only the users that count toward your billable license total. You can also export the filtered list by clicking the Export button in the top right of the Admin panel.

Frequently Asked Questions

Do you bill for shared mailboxes?

No, shared mailboxes are not billed. We only bill for actual user identities that have licenses assigned to them.

What about paused tenants?

No. Tenants that are paused in Petra are excluded from the billable identities count. You will not be charged for users in a paused tenant.

What about unassigned licenses?

Unassigned licenses are not billed. Only users who are assigned a license are included in billing calculations.

Does Petra monitor unlicensed users?

Yes. Petra fully monitors unlicensed (non-billable) users in the same way it monitors licensed users. Unlicensed accounts are still covered by detections, investigations, and response actions. They are simply excluded from the billable identity count.
